Steering Committee
According to the NDPTL MoU (2009), the NDPTL Steering Committee (SC) and High Level Meetings (HLM) serve as the main coordinating bodies of the NDPTL policy work. Since 2022* the currently active members: the EU services and the Ministries responsible for transport in Estonia, Finland, Germany, Latvia, Lithuania, Norway, Poland and Sweden, have met in a Friends of the Presidency group. The signatories of the NDPTL MoU include also Russia and Belarus as well as Denmark.

Assembly of Donors
The NDPTL Assembly of Donors (AD) which meets two times a year, or when required, serves as the body responsible for NDPTL projects and governs the NDPTL Support Fund, established in 2012. The AD consists of representatives of the four Donors of the Support Fund: EU, Finland, Germany and Norway.
