Yesterday, the Finnish Transport and Communications Agency (Traficom) published the comprehensive final report of the IBA-3 project, with NDPTL Secretariat participation. The project, funded by the Finnish Ministry of Foreign Affairs and implemented during Autumn 2023-December 2024, contributed to improved utilization of electronic freight transport information in transport emission calculations and catalysing related regional intergovernmental cooperation. The report is co authored by Hermanni Backer Johnsen the Director of the NDPTL Secretariat, member of the project expert team led by VTT Research, Finland.
Machine readable electronic freight transport (digital consignment note/waybill) data will be increasingly available via the implementation of regulatory initiatives such as the EU eFTI Regulation 2020/1056 for land and inland water transportation, as well as other similar systems/standards also for other transport modes (sea transport, aviation and rail). The new report provides an overview of the challenges and potential solutions for more effective exchange and use of such data, with special focus on its use in CO2 emission estimations and reporting as foreseen by the CountEmissionsEU-initiative and the underlying ISO 14083:2023 -standard.
Among the findings of the report are recommendations for further harmonization across transport modes, as well as enrichment of the data streams with new data fields relevant for emissions, to facilitate their use in CO2 emission calculations. Such amendments would contribute to reaching the aims of dynamic, and even parcel specific, primary data on emissions from complex multi-modal transport chains.
In addition, the project promoted international cooperation on the digital and sustainable transition in logistics, especially in the Baltic Sea Region and Northern Europe. Via four dedicated international stakeholder workshops co-organised by the NDPTL Secretariat the project identified joint challenges and solutions to a digital, sustainable and resilient transition in logistics in the wider Baltic Sea region. Based on the workshop the project proposed a work programme, roadmap and proposal for closer cooperation in the region. These are included in the report in English for further consideration by national and regional actors.
